Cunningham raises the Admiralty's operational tempo

On becoming First Sea Lord in 1943, Cunningham challenged institutional routine and pressed the naval staff to exploit a weakened enemy more aggressively.

Notes

Cunningham arrived as First Sea Lord in October 1943 acknowledging that his predecessor had carried the Navy through the hardest years. He thought Admiralty routine and extensive consultation were slowing action after enemy air power had weakened. Memories of Norway, Greece, and Crete had left scars that encouraged caution even when strategic conditions had changed. Cunningham brought a fleet commander's appetite for future operations and several simultaneous tasks. That energy increased offensive tempo but also imposed a formidable staff, logistics, and paperwork burden on officers already managing Churchill's demands. He later learned that one senior officer had considered asking to be relieved within four days of his arrival.
