Firepower depended on its supporting systems

Measuring weapons for the money leaves out the support needed to direct, deploy, and sustain their firepower.

Notes

A weapon's purchase price says little about whether it can deliver fire where required. Sensors must identify where to direct it, logistics must supply it, and personnel must operate and support it. Those enablers have to be available before nominal firepower becomes an operational capability. The useful measure is the ability to deploy and sustain that firepower at the required place and time.
