Finland has modern coastal ships whose performance in the Winter War demonstrates the value of its specialized navy. Its infrastructure and finances nevertheless limit how many large vessels it can sustain. Flotillas of relatively expendable torpedo boats could accompany the coastal-defense ships. These smaller craft could rapidly concentrate at a threatened point, present an attacker with an immediate torpedo danger, and then redeploy elsewhere along the Baltic coast.
