A carrier normally needs escorts, so using one for diplomatic signaling quickly commits a whole task group. The proposed battleship is meant to defend itself against threats, threaten opposing forces, host command facilities, and deploy alone when the situation does not warrant a carrier group. Its visible mass and weapons would communicate a stronger warning than an ordinary escort without implying that the state had already assembled its most powerful naval formation. Its value is therefore partly institutional: it restores a rung in the force-structure ladder that many navies no longer possess.
