FFX and naval presence before a crisis grows

FFX's proposed value lies in having a US Navy ship available where American interests need attention. Supporting allies and responding to small problems both depend on being able to send a suitable vessel. Early attention can help prevent a problem from growing into a crisis requiring a carrier battle group and much greater force. This case for FFX gives routine naval presence a purpose before a major confrontation develops.
