Trincomalee provided a defensible Indian Ocean position with routes toward both Singapore and Australia, but making it the theater-entry base would pull dockyards, logistics, communications, and command much farther west. Weihaiwei sat close to Japan and would require a large British Indian Army deployment to make defensible. Hong Kong needed extensive water, food-storage, and dockyard investment and lay inside the naval-treaty restriction zone. Singapore already had facilities, sat outside that zone, and guarded the imperial route between India and Australia. Perth offered resources and the prospect of infrastructure-led development, while Sydney began with a larger population and industrial base. Both Australian choices nevertheless shifted the fleet far from likely operations.
