Small escort orders can alter a war's opening

Ordering more Kingfisher, Black Swan, and related sloops before war could strengthen convoy escort and local defences at modest cost.

Notes

Slightly larger orders across the Kingfisher, Bittern, Egret, Shoreham, Hastings, Bridgewater, and Black Swan classes could add roughly two dozen escorts before wartime expansion began. Those hulls could protect convoys, support anti-submarine operations around carriers such as Courageous, and strengthen the patrols guarding Scapa Flow. Better local coverage might make the penetration that sank Royal Oak much harder, while every additional escort also improves the wider Atlantic convoy system. Modest prewar purchases can change several operational risks at once because useful ships are already trained and available when war opens.
