Exeter entered service with the Atlantic Fleet's Second Cruiser Squadron from 1931 to 1933. She transferred to the North America and West Indies Station in 1934, a posting suited to presence and regional duties. The Abyssinian Crisis temporarily pulled her into the Mediterranean during 1935 and 1936. She then returned to the American station and remained there until 1939. Her assignments moved between standing commitments and emergency concentration.
