Dogger Bank and Britain's balance-of-power strategy

Britain's need to balance a rising Germany made settlement with Russia more useful than escalation after Dogger Bank.

Notes

A war with Russia in 1904 could have disrupted Britain's later alignment with the Franco-Russian Alliance against Germany. One alternative considered is an Anglo-American-Japanese coalition that might have guaranteed Belgium and complicated German planning. Germany intended to defeat France quickly before turning east, so another coalition defending Belgium could have disrupted that sequence. British strategy traditionally used economic and naval strength to support weaker continental powers against a dominant challenger. Germany's growing land power and decision to challenge Britain at sea therefore made accommodation with Russia strategically attractive despite the outrage at Dogger Bank. The incident was settled within a wider balance-of-power calculation, rather than treated only as a bilateral maritime dispute.
