Kimmel, forward basing, and Pearl Harbor readiness

Enterprise's move from San Diego to Pearl Harbor illustrates the training and security problems created by forward basing the Pacific Fleet.

Notes

Franklin D. Roosevelt's decision to forward-base the Pacific Fleet moved Enterprise from San Diego to Pearl Harbor before the United States entered the war. Admiral Husband E. Kimmel kept ships at sea as often as possible to train their crews and reduce the time they spent inside a base he distrusted. His predecessor had resisted the move and argued for a return to San Diego. Chester W. Nimitz initially declined the command because he recognized the danger attached to the assignment, then took over after Kimmel's dismissal. Pearl Harbor therefore appears here as a contested basing decision that placed readiness, deterrence, and physical security in tension.
