Keeping an imperfect government building during wartime

War and uncertain finances make the wrong governor's building preferable to a disruptive replacement.

Notes

The region has an unsuitable governor's building, but wartime pressure makes immediate replacement risky. Demolishing it would leave the region without government while money is tight and future income uncertain. The campaign therefore accepts an imperfect institution until war and finances permit rebuilding. Administrative continuity has value even when the existing arrangement is suboptimal.
