Eleven battlecruisers create refit depth

A larger imperial pool can keep ships deployed, training, and in refit simultaneously instead of sacrificing maintenance to preserve worldwide presence.

Notes

Fleet size affects combat strength and the daily allocation of operational, training, reserve, and maintenance units. One possible rotation assigns four of the eleven British and Dominion battlecruisers to global stations, four to training or transition, and three to refit. That rotation gives ships regular access to dockyard work without abandoning distant commitments. It also produces trained crews and reserve depth that a handful of overworked flagships could not sustain. The counterfactual changes readiness and service life as much as its headline combat strength.
