Chapter · 42:25-48:31

Edward Russell combines the Admiralty's commanding offices

Edward Russell simultaneously held political, operational, and financial authority, illustrating how muddy early Admiralty titles could become.

Notes

Russell rose directly from captain to admiral after supporting William and Mary, then accumulated the posts of Treasurer of the Navy, Senior Naval Lord, and First Lord of the Admiralty. Each title described a different function even when one man held all three: finance, fleet orders, and political leadership. Combining them gave Russell extraordinary power to direct and review his own work. His career shows why identifying the capacity in which an officeholder acted matters more than choosing a single label. It also reveals how fluid the boundary between political and professional naval leadership remained in the late seventeenth century.
