Effingham's preparation extended beyond seamanship and began with education under John Foxe and work alongside his father at sea. His father ended a stay in France after deciding that the host was using the young Howard as a servant without providing the teaching expected from an apprenticeship. Effingham nevertheless learned enough French to participate in the Cateau-Cambresis peace process and later served as an ambassador. Parliamentary service, Gray's Inn, and a Cambridge Master of Arts added political and legal preparation for offices with judicial responsibilities. These credentials represented earned experience rather than decorative aristocratic honors.
