Economic diversification as a barrier to authoritarian capture

A state dependent on one or two revenue streams is easier to seize, making economic reform part of the institutional preparation for self-government.

Notes

The panel treats economic structure as part of political stability rather than as a separate development question. If one faction can capture a mine, export, or other dominant revenue stream, it can more easily finance and entrench authoritarian rule. Diversifying income makes that seizure harder because economic power is distributed across more sectors and institutions. Kenya is cited in connection with reforms intended to move beyond raw-resource exploitation, while Botswana illustrates how a mineral-dominated economy complicates the transition. Decolonisation planning had to include fiscal capacity as well as elections and security forces.
