Fame narrowed the Eastern Fleet command choice

Somerville's Force H reputation made him politically obvious, although Tovey and Lyster offered relevant experience with different institutional costs.

Notes

John Tovey offered carrier experience, active-fleet prestige, and the seniority required for the Eastern Fleet appointment. Denis Lyster brought deeper naval-aviation expertise, but the Admiralty needed him at home to expand the Fleet Air Arm. Less famous officers may also have been capable, yet political discussion quickly narrowed around names ministers already knew. Somerville's Force H reputation therefore made him the obvious appointment even though it did not guarantee that he still possessed the same operational energy. Command selection depended on availability, rank, expertise, and political familiarity.
