Senior appointments to the East Indies Station did not always go to the officers most trusted for the hardest fleet fighting. Alexander Ramsay retired in 1942 despite the shortage of senior officers, Frank Forrester Rose left the station through illness and was not recalled during the war, and Ralph Leatham soon moved to more urgent Mediterranean and home commands. The wider Far Eastern structure still had a clear purpose: the China Station's senior admiral could draw on flagship personnel and junior officers for additional staff work. Regional headquarters maintained plans, facilities, presence forces, and the ability to manage an opening crisis. A Mediterranean or Home Fleet force was expected to arrive with heavier units and more staff, turning the peacetime framework into a wartime command.
