A Dutch tripwire fleet was not a Tirpitz-style risk fleet

The Dutch concept sought to force Japan into an overt, costly attack that would draw in other powers, not to cripple a superior navy by itself.

Question

Was the Dutch version of a risk fleet better conceived than German or Japanese examples?

Short answer

It was better understood as a tripwire: enough force to compel an overt Japanese attack and bring other powers into the conflict.

Notes

A tripwire fleet serves a different purpose from a risk fleet. The Dutch needed enough force to require a significant Japanese commitment and to make aggression unmistakable. They did not need enough strength to look like an independent threat or to win a fleet battle alone. Its deterrent value came from changing the attacker's costs and activating wider opposition.
