Elite seamanship cannot repair weak strategic institutions

Dutch officers and crews remained highly capable, but poor deployment, infrastructure, and political support repeatedly squandered their skill.

Notes

Dutch naval personnel and the state system around them produced very different results. The sailors and officers remained among the world's most experienced, yet their formations suffered capture in the ice, defeat in isolated detachments, and heavy losses at Camperdown. Royal Navy infrastructure and strategic direction let British commanders apply capable personnel at the right place and scale. Repeated institutional failure also eroded Dutch morale by making crews question whether their service was supported or worthwhile.
