A tripled Dutch naval budget before 1940

What should the Dutch Navy build if its budget triples from 1932 to 1940?

Build more destroyers and submarines, complete the proposed battlecruisers, and consider adding a carrier.

A larger Dutch program would include more destroyers and submarines as well as the proposed battlecruisers. Funding available from 1932 would allow those larger ships to be ordered earlier. An aircraft carrier could also enter the program. The suggestion that ordering a major Dutch warship would immediately start a European war is rejected on the grounds that the other powers were not ready for such a conflict in 1932.
