The design grew from the Duguay-Trouin class while the Marine Nationale had an empire spread across the globe but could not build battleships under the treaty system. Duquesne combined four twin 203 mm turrets with a conventional cruiser layout. The earlier light cruisers carried army-derived 155 mm weapons, so the new eight-inch battery represented a substantial increase in naval gun power. Treaty rules therefore pushed France toward a ship that could deliver worldwide reach and firepower without capital-ship tonnage.
