The proposed force included dreadnoughts, battlecruisers, cruisers, and destroyers for the Baltic and Pacific. The Black Sea fleet would remain largely unchanged because the Ottoman fleet then appeared obsolete. Even the planners recognized that the program had little chance of passing the Duma. The legislature lacked a strong merchant constituency pressing to protect Baltic trade, and it feared that a strengthened army might be used against it. Each round of obstruction and autocratic response reduced trust further and stalled naval development.
