Does close defence need an immediate layer?

The case against another defensive layer rests on why the close-defence zone is expanding.

Question

As close defence reaches farther out, should an additional immediate layer be defined inside it?

Short answer

Another named layer is considered unnecessary because the expanding close zone reflects the weapons it must engage.

Notes

The proposed immediate layer would sit inside the growing close-defence zone. The objection is that the existing zone is expanding because of the ranges of the weapons encountered there. Another name would not change that engagement problem.
