Diplomacy continues while a common threat closes in

Opponents negotiate responsibility, borders, indemnity, trade, and mutual defense even as a third party threatens them both.

Notes

In Raven's Course, two opposing delegations continue peace negotiations while a third force threatens them both. One offers to accept responsibility for an invasion, recognize the other side's borders, and pay an indemnity. In exchange it seeks a ten-year non-aggression pact, a good-faith attempt to negotiate trade rights, and mutual defence against other aggressors. The apparent betrayal creates a reason to act together, although the negotiators still require a formal peace settlement. Their agreement connects immediate survival with concrete terms for the relationship that follows.
