Dido and Atlanta solved different cruiser problems

Dido is judged the stronger general-purpose cruiser, while Atlanta looks more like a destroyer concept enlarged into a cruiser hull.

Question

Was the Dido class better than the broadly similar Atlanta class?

Short answer

Yes as a cruiser: Dido retained a coherent cruiser role, while Atlanta was closer to a destroyer leader in cruiser form.

Notes

The Didos had a continuing cruiser role in Royal Navy service despite their light construction and destroyer-like features. Atlanta is interpreted as a destroyer concept enlarged into cruiser form. Large-scale American destroyer production then complicated the role of that unusual class. Similar general-purpose gun batteries therefore did not mean the two designs occupied the same place in their fleets.
