Later accounts recognized Henderson as effective and formidable. He helped secure the Inskip Award that returned control of the Fleet Air Arm to the Royal Navy, and obtained HMS Unicorn under the description of a forward aviation support ship. He also argued for Fighter Command funding and for Hurricanes and Spitfires when some Air Ministry thinking still held that the bomber would always get through. A Third Sea Lord making the case for land-based fighter defense shows that his political work reached beyond ship procurement. The sloop program belonged to a wider career of cross-service defense policy.
