Japan is buying forces for conflict management as well as for fighting a war. A defended task group in a disputed zone can make a sudden attempt at coercion visibly difficult and expensive. Disarmament does not guarantee peace if a neighbour's government or policy becomes more aggressive after ships that take decades to acquire should already have been ordered. Sufficient defensive strength can instead support the message that conflict would hurt both sides and that negotiation is the safer course. The lesson is about timing as much as capability: a carrier needed during a crisis cannot be improvised three or four years after the danger appears.
