Design begins by separating mission requirements from the later problems of construction, infrastructure, operation, and learning from experience. In an ideal process, the requirement drives the design and the supporting system adjusts around it. Real programmes rarely enjoy that freedom because shipyards, ports, budgets, and existing institutions constrain the choices. The carrier must therefore be designed as part of a national naval system rather than as an isolated hull.

Separate carrier requirements from construction realities
The opening distinguishes the carrier a navy wants from the industrial, infrastructure, and operational constraints that determine what it can actually build and use.
