Warship design did not wait for a predecessor's operational record. Armor, weapons, and mission assumptions continued changing while ships were still under construction. Bausan became heavier but less powerful and slower than Esmeralda, so the evolution brought tradeoffs rather than an improvement in every measurement. Chile had ordered Esmeralda to fight regional counterparts, whereas Italy wanted a Mediterranean competitor and a visible representative overseas. The added quick-firing weapons and torpedo tubes equipped that presence cruiser for both small threats and encounters with ships more powerful than herself.

Continuous design work made Giovanni Bausan heavier, slower, and better suited to Italy's demand for Mediterranean competition and overseas presence.
