Defining sea control beyond national myth

The opening separates cultural memory of a permanently dominant Royal Navy from the practical, limited meaning of naval superiority.

Notes

Sea control depends on place, time, and purpose. Britain's broad historical reputation does not establish that it was always dominant in every theatre. Cultural memory often preserves a simplified reputation after the conditions that produced it have been forgotten. The same distinction helps explain why overlooked ships, logistics, and institutional choices can matter as much as famous capital ships.
