Election cycles versus twenty-year defense programs

Changing the length of elected terms does not solve the mismatch between short political incentives and defense programs lasting decades.

Question

How can democratic governments reduce short-sighted political decisions that create military procurement failures?

Short answer

There is no easy fix; longer electoral terms would still be far shorter than the twenty-to-thirty-year horizon of defense procurement.

Notes

There is no simple institutional cure for political decisions that privilege the short term over military requirements. Dictatorship would not solve the problem, and democracies must manage it through sustained policy. Extending an electoral term from four or five years to eight would merely change the horizon politicians optimize around. Defense procurement commonly unfolds over twenty or thirty years, leaving a structural mismatch that a single constitutional adjustment cannot remove.
