Frequent defence reviews collide with long-lead procurement

A modern reflection connects repeated changes of government and ministers to unstable plans for equipment that takes decades to replace.

Notes

Duffy's measured 1980 debate follows the carrier cancellations of the 1960s and precedes the disruptive Nott Review and Falklands War. Britain's governments can react quickly, but each new minister has to revisit complex defence choices. Ships, armoured vehicles, and other long-lead capabilities cannot be restored quickly after production knowledge or fleet depth has disappeared. Turnover among governments and defence secretaries can compound gaps created over several decades. A longer-term, cross-party parliamentary review could provide continuity while leaving implementation and democratic accountability to the government.
