Why defence spending can continue after requirements change

Long procurement lead times and existing contracts can keep work moving after the original military requirement has changed.

Notes

Multinational defence programmes support industrial employment and substantial research and development, giving them commitments beyond the immediate equipment order. Spending can also have been authorised several years before the visible work begins. A recalled American example describes contractors installing lighting at a base after its closure because the work had been approved years earlier. Cancelling those obligations would require a further decision and would not necessarily recover all the money. Current activity can therefore reflect earlier programme and contract decisions even after the original requirement has changed.
