Death Star redundancy and mobile government

Coruscant's role as a single political centre is a recurring vulnerability in the fictional Republic's history. A mobile headquarters able to carry the emperor and government would reduce dependence on that one fixed capital. The speed with which a second Death Star appears is taken to imply that more than one had already been planned or begun. In this reading, the station combines an ultimate weapon with an infrastructure hub, command centre, mobile starbase, and redundant seat of power. The High Seas Fleet does not need a literal equivalent, but the example distinguishes a platform's weapons from the resilience created by its command and support functions.
