Ironclad frigates had become too large and expensive to build in the numbers needed for ordinary cruising. Navies therefore needed a cheaper vessel for presence, escort, and wartime scouting. Cruiser described that mission directly. As cruiser designs diverged, third-class cruisers became associated with the revived sloop name. These smaller vessels could remain on distant stations, provide escorts, and maintain the local presence associated with gunboat diplomacy.
