A cruiser can still be a capital ship

Calling the Galaxy class a cruiser is compatible with capital-ship status because cruising duties favour range, space, and diplomatic utility.

Notes

A battleship concentrates strength for battle, while a cruiser needs speed, endurance, command capacity, scientific facilities, and room for representation. Historical cruisers could be larger than battleships and serve as their nation's most consequential visible warship, which makes the Galaxy classification plausible. In age-of-sail terms, its balance of fighting power and cruising utility resembles a third-rate ship of the line able to fight most opponents and escape the rest. Royal Navy razees show how a cut-down line-of-battle hull could be adapted for cruising duties. The Galaxy can therefore be a cruiser by role and a capital ship by status, especially when diplomacy and exploration matter as much as fleet battle.
