Cruiser work does not begin when war starts

Cruisers must move continuously between peacetime presence and wartime action, so a class cannot be designed for battle in isolation.

Notes

Cruiser work continues across peace and war, a requirement that a combat-centered definition can overlook. Presence, patrol, reassurance, intelligence, and diplomacy do not stop merely because no fleet battle is underway. A navy is therefore designing an entire fleet role as well as an individual class. Space, endurance, personnel practice, and political effect must be considered alongside weapons.
