Chapter · 32:01-33:24

Why a cruiser can signal resolve without the escalation of bombers or bases

Compare a mobile cruiser visit with bomber overflights, massed forces, and permanent basing to understand a ship's assertive but less escalatory signal.

Notes

Long-term local presence shows general interest, but a particular crisis may require added emphasis. Bomber or fighter overflights, mass movement of forces, and permanent basing are unmistakably aggressive because of the logistics and intent they imply. A warship can move through the world's oceans without the same fixed commitment. A cruiser is still an assertive display of force, yet its mobility leaves more diplomatic room than those alternatives. That distinction offers a way to communicate resolve while trying to avoid war.
