The fleet is a strong sledgehammer without an adequate means of finding its target. Congress had repeatedly funded capital ships and destroyers more readily than cruisers, leaving too few scouts to search without stripping escorts from the battle line. A contemporary Royal Navy battle fleet would normally have included more cruisers because its government had funded a different balance of ship types. Fleet composition was therefore a product of political procurement choices as well as naval preference. The ships also carried December 1941 anti-aircraft fits, not the dense light-AA batteries familiar from later Pacific War photographs.

Why the battle line could hit hard but struggled to find targets
The US Navy's shortage of modern light cruisers left its powerful battle line weak in reconnaissance and early-war anti-aircraft support.
