Pack tactics explain French cruiser protection

Light armor made more sense for cruisers expected to scout, raid, and fight in groups than for ships designed to win independent close-range duels.

Notes

French cruisers were expected to operate as packs, reinforce capital ships, or make fast attacks on commerce rather than seek fair one-on-one engagements. That operational concept prioritized useful speed, range, and firepower over protection against every possible opponent. Algérie was the important exception, combining an eight-inch battery with substantially stronger belt, deck, turret, and steering protection. The design tradeoff becomes clearer when the ship is judged as one element of a flying wing or raiding group instead of as an isolated duelist.
