Cruiser and battlecruiser labels can describe a ship's role rather than its inherited silhouette. The Russian Kirov-class ships illustrate the problem because their missile battery makes each one a visible surface threat with the political weight of a small task group. An attack submarine might be able to destroy one, but a submerged SSN cannot display comparable force during deterrence or crisis management. A government seeking an equally visible reply may therefore have to send a carrier group. This mission-led distinction frames the rest of the design exercise.

Ship labels follow mission and the force required to answer them
The Kirov example shows why role matters more than inherited labels: matching its visible coercive weight may require a carrier group even when an SSN could threaten it militarily.
