Cruiser diplomacy between routine presence and a battle fleet

Connect a less stable international order to the cruiser's historic role as a strong deterrent short of deploying a battle fleet or carrier group.

Notes

The argument treats Cold War nuclear alliances as a uniquely constrained system whose breakdown makes conflict management resemble the late nineteenth century, early twentieth century, and interwar years. In those earlier settings, cruisers were principal instruments for deterring crises and supporting diplomacy, even though they could not prevent every war. Deploying a whole battle fleet, or a modern carrier or amphibious group, signals preparation for major combat. A cruiser instead demonstrates what a state can do while implying still greater forces behind it. Its arrival can therefore mark serious interest and intent without immediately consuming or escalating to the most powerful formation.
