Trained crews provide the necessary link between missions, technology, and doctrine. The Royal Navy and Imperial Japanese Navy entered the war with especially strong night-fighting destroyer traditions, yet their destroyer arms never met in the fleet engagement needed to test those doctrines directly. A lone destroyer behaves differently from a flotilla, and a flotilla backed by a battle fleet faces still different choices. Individual actions can reveal something about ships and crews, but they cannot by themselves validate doctrine designed for coordinated formations.

Crews and formations turn ships into doctrine
Crew experience and formation size determine whether a destroyer concept can become fleet doctrine, and isolated ship actions cannot reproduce that larger system.
