The campaign has plenty of ships, but several battlecruisers and a battleship are stuck at low crew status. Heavy investment in the crew pool allows personnel to be redistributed and makes those ships usable. The game abstraction captures a real force-generation constraint: an uncrewed or undertrained hull does not equal operational combat power. Fleet expansion therefore creates continuing personnel demands alongside construction and repair costs.

Crew pools turn hull numbers into deployable strength
Several capital ships remain unusable at low crew strength, showing why fleet expansion needs trained personnel as well as hulls.
