The Royal Navy underwrites the evacuation promise

Churchill's promise to withdraw Australian and New Zealand troops if necessary becomes a naval obligation, linking coalition politics to the Royal Navy's later exposure around Crete.

Notes

The Dominion governments had sought advance assurance that their troops could be withdrawn if the Greek commitment failed. Churchill repeated the assurance, leaving the Royal Navy to make the political promise operationally real. Ships and crews later accepted heavy risks during successive Mediterranean evacuations to fulfil it. Coalition policy at the strategic level translated directly into danger for naval forces at sea.
