Counter-piracy sustains readiness and maritime primacy

Counter-piracy justified Far East forces, maintained political contact, provided operational experience, and demonstrated Britain's ability to act.

Notes

Counter-piracy had three institutional benefits: it justified the Royal Navy's regional presence, created regular business with Chinese authorities, and gave forces experience using their weapons. The important distinction was between merely having peacetime tasks and carrying them out as the maritime hegemon. A navy claiming to be first among equals had to demonstrate that status by turning up and acting, rather than simply announcing its power. Visible combined operations therefore sent a message to audiences well beyond the pirates being targeted. The mission tied maritime security to readiness, political access, deterrence, and visible regional leadership.
