Why archival footage creates copyright risk

Old US Navy footage can attract new ownership claims after a broadcaster reuses it. For a small history channel, the resulting dispute can cost more than the clip is worth.

Notes

Copyright is an operating constraint for online history, even when the underlying material is in the public domain. Images are checked for reusable status, and archival video is usually avoided because modern broadcasters may embed decades-old US Navy footage in their own programs and then claim the original clip. Platform enforcement depends heavily on claimants acting honestly, which leaves room for weak or abusive claims. Contesting a few pennies of shared revenue can take more time than the payment is worth. Rights need to be verified early, and the creator has to decide whether a dispute justifies its cost and stress.
