The 1284 charter linked the fortress directly to the new town by making the castle constable its mayor. The first constable was William de Cicon. His standing garrison numbered about thirty soldiers, including fifteen crossbowmen, and relied on a carpenter, chaplain, blacksmith, engineer, and stonemason. Local nobles could provide detachments and the town supplied a militia when danger increased. This wider mobilization system explains how a compact permanent establishment could operate a large defensive complex without representing its full wartime strength.
