Is USS Constitution the best frigate in the United States?

Short answer

In the panel's account she has no other commissioned US Navy frigate to compete with.

Notes

The panel recalls USS Constitution as the US Navy's only commissioned frigate at the time of the discussion. On that basis, a playful question about the best frigate has only one candidate. The comparison concerns her commissioned classification and makes no assessment against modern warships.
