Would the US Navy be better off if it had begun receiving Constellation-class frigates instead of LCS in 2008?
Short answerYes; a clear frigate design would provide a coherent Perry-class successor and avoid much of the LCS requirements problem.
NotesThe US Navy would be in a better position with a Constellation-type program beginning in 2008. The frigate has a recognizable mission and lineage rather than the unstable category created for LCS. It could follow the Oliver Hazard Perry class while incorporating tasks such as mine warfare within a coherent escort design. Clear purpose would also make requirements easier to govern across the program.
